Balitel and Telkomsel: What Is the Difference?
People mix these up, so here it is plainly.
Telkomsel is the network. It is Indonesia's largest mobile operator, covering over 97% of the population.
Balitel is how a tourist actually gets one. We are an authorized Telkomsel retailer. We sell you a real Telkomsel line, register your IMEI with the government, and support you on WhatsApp.
You cannot buy a Telkomsel eSIM directly from Telkomsel as a tourist. Their own website requires an Indonesian ID card and family card, or a KITAS residence permit. My father opened Diamond Handphone in 1998. I grew up around it, joined properly in 2017, and run it today. Most of that time has been spent behind a counter in Bali selling phones and SIM cards, mostly to tourists who are tired, jet-lagged and just want their phone to work.
Balitel is mine. After living in Singapore and Jakarta, I knew how frustrating it is to get connected in a new country. I launched Balitel in December 2025 and we took our first order in January 2026. It is the first thing I have built outside the family business.
It exists because of a problem I watched at the counter for years. People arrived already frustrated. They had queued at the airport and overpaid. Or they had bought a roaming eSIM before flying and could not create a Gojek account, because the verification code needs an Indonesian number. Every one of those conversations happened after they landed, when it was too late to fix cheaply.
Day to day, a small support team answers WhatsApp from 8:00 AM to 2:00 AM Bali time and handles every IMEI registration. I read and approve every comparison article before it goes live.
Yes, Balitel is new. We are not going to hide that. The website opened in December 2025 and our first customer bought in January 2026. The shop behind it has been trading in Bali since 1998, and its owner has worked the counter since 2017. Judge us on the licence and the address, not the domain age.

Long-stay plans
Each tourist IMEI registration lasts as long as the plan, and Telkomsel allows only two registrations in any 12 months, per phone and per passport. On 30-day plans that means at most 60 days of use in any 12 months, with a new number each time. These plans cover 60 or 90 days on one registration and one number. Two 90-day plans cover the full 180 days a C1 visa allows with extensions.

Prices checked 2 October 2026. The price you see on our website changes with the country you are browsing from, because each market has its own currency. Customers buying while in Indonesia see fixed rupiah prices.
Plan sizes change. Telkomsel replaced its 21 GB plan with a 20 GB plan in September 2026, and our 45 GB and 83 GB tiers have been replaced by 53 GB and 103 GB. If you read an older page of ours quoting those sizes, the table above is the current one.
How Activation Works
- You buy online. You can buy before your flight or after you land.
- You fill in a short form with your passport details and your arrival date.
- We send the QR code to your WhatsApp so you can install it. Email is the backup.
- You switch the line on and send us a screenshot of the IMEI in the block where Carrier reads Telkomsel (Settings → General → About on iPhone, Settings → About phone on Android).
- On your arrival day, we register the IMEI with the Indonesian government and switch the eSIM on — even while you are still on the plane.
If you buy before your trip, we set activation for your arrival date, so you land with internet already working. We activate within about 10 minutes of receiving your details, any time between 08:00 and 02:00 Bali time.
About the Passport Requirement
Indonesian law requires every mobile number to be registered to a passport, and every foreign phone's IMEI to be registered before it can use an Indonesian network. There is no way to buy a legal Indonesian SIM or eSIM without this. Airport counters and local shops ask for the same thing.
We delete your passport details 30 days after your line is activated. We keep them for those 30 days only so we can raise any problem with Telkomsel for you. See our privacy policy.
Refunds
Full refund within 30 days of purchase if the eSIM has not been activated — meaning we have not yet registered your IMEI and switched it on. Once it is activated, it is non-refundable, except for a technical fault we cannot fix. Email hello@balitel.com. Refunds go back to your original payment method, usually within 3 to 7 business days depending on your bank. Read the full refund policy.

Frequently Asked Questions
Can I buy a Telkomsel eSIM directly from Telkomsel?
Not as a tourist. Telkomsel's own website states that prepaid eSIMs can be bought by Indonesian citizens using an ID card and family card, or by foreign nationals holding a KITAS limited stay permit. A visitor on a tourist visa has neither. Telkomsel's foreigner page offers a pre-order physical SIM for pickup in Bali or Lombok, not an online eSIM. This is why authorized retailers like Balitel exist.
What is the difference between Balitel and Telkomsel?
Telkomsel is the mobile network. Balitel is an authorized Telkomsel retailer that sells tourist eSIM plans, handles the IMEI registration required by Indonesian law, and supports travelers on WhatsApp. You are buying a genuine Telkomsel line from us.
Do tourists need IMEI registration in Indonesia?
Yes. Indonesian regulations require foreign phones to have their IMEI registered before they can use a local mobile network. Without it, a local SIM or eSIM shows signal but carries no data. Balitel completes this registration for you, which is why we ask for your device IMEI and passport details.
How many times can a tourist register a phone in Indonesia?
Twice in any 12 months. Telkomsel allows only two tourist IMEI registrations in any 12 months for each phone and each passport, and each registration lasts as long as the plan — 30, 60 or 90 days. It cannot be extended. So in any 12 months, 30-day plans cover at most 60 days, 60-day plans 120 days, and 90-day plans 180 days. After both registrations are used, the options are to buy a phone in Indonesia or to register your own phone with Indonesian customs (Bea Cukai). Duty and tax come to about 22% to 44% of the phone's value above USD 500, and that USD 500 allowance only applies if you register at the airport when you land.
Is Telkomsel the best network in Bali?
Yes for coverage. Telkomsel reaches over 97% of Indonesia's population, compared with about 90% for Indosat. The difference matters most outside South Bali, in places like Nusa Penida, Amed, and the Gili Islands.
Can I activate my eSIM before arriving in Bali?
Yes, on your arrival day. We register your phone's IMEI and switch on the line on the day you arrive in Indonesia — even while you are still on the plane — so you have internet when you land. If you buy in advance, we set your activation for your arrival date. If you are already in Indonesia, we activate within about 10 minutes of receiving your details, any time between 08:00 and 02:00 Bali time.
Can I use tethering or a personal hotspot?
Yes. Tethering and personal hotspot are allowed on every Balitel plan, at no extra cost.
Does Balitel keep my passport details?
Only for 30 days. We need your passport details because Indonesian law requires every mobile number and every foreign phone IMEI to be registered to a passport. We delete them 30 days after your line is activated, so we can still raise any problem with Telkomsel for you in that time.
